Are we operating off business analytics or is this intuitive? - both are great. What problems are we trying to solve?
If it’s a design issue, we can determine success to a degree by the learner reaction but we may not be able to simply use training design alone to measure knowledge transfer. For that, we need to establish solid learning objectives and then measure outcomes with validated tools. However, not even solid learning objectives created with a full understanding of the behavior challenges or problems will allow us to drive relevant behavior changes.
